Simulasi Penanggulangan Bencana Gempa Bumi Dalam Rangka Hari Kesiapsiagaan Bencana Dan Implementasi Matra Terpadu Tahun 2024 DI FIKES UPNVJ

FIKES UPNVJ - Geographically, Indonesia is an archipelagic country located at the convergence of four tectonic plates. This condition makes Indonesia highly vulnerable to natural disasters. According to the National Disaster Management Agency (BNPB), the prevalence of natural disasters in Indonesia from January to April 2024 amounted to 485 events. This underscores the importance for Indonesian society to increase awareness and preparedness to be resilient in facing disasters. Since 2017, Indonesia has been fostering a culture of disaster awareness through the commemoration of Disaster Preparedness Day (Hari Kesiapsiagaan Bencana - HKB) on April 26th each year. The national theme for the 2024 HKB commemoration is "Ready for Safety," with the sub-theme "Indonesia Resilient, Indonesia Great."

In line with the spirit of the HKB commemoration, a Disaster Earthquake Response Simulation activity was held in the FIKES UPN “Veteran” Jakarta environment. Furthermore, the organization of this simulation is also part of the implementation of integrated health practices from five study programs, with the theme “Sigap Cepat dalam GEGANA (Gerakan Tanggap Bencana)”. Specifically, this activity aims to enhance leadership and planning abilities in emergency disaster management for Professional Nursing Education students, critical analysis skills for Bachelor's Program students, and the ability to execute actions for Diploma Program students.

Various activities have been conducted since late March 2024 to optimize the implementation of the simulation, including a series of discussions and preparatory meetings for the program, student learning visits to the Disaster Management Training Center (PUSDIKLAT PB) of BNPB located in Sentul Bogor, Indonesia, reinforcement of material on critical health management through expert class webinars with practitioners from the DKI Jakarta Regional Crisis and Emergency Health Center (PK3D), Disaster Mitigation Program in the Limo Sub-District area, and the organization of briefing sessions and disaster simulation rehearsals.

This simulation activity involved 416 students from various study programs: 2023 cohort of the Professional Nursing Education program, 2020 cohort of the Bachelor's Nursing program, 2021 cohort of the Diploma Three Nursing program, 2022 cohort of the Diploma Three Physiotherapy program, and 2021 cohort of the Bachelor's Nutrition program. They played roles as healthcare personnel in the simulation. Additionally, there were 100 volunteers who acted as victims, 12 facilitators, and 20 simulation evaluators.

The Youth Field of Limo, Depok City, was chosen as the appropriate venue to train skills and responses in facing emergency situations. Throughout the event, the organizing committee received tremendous support from the Depok City Government, Limo Sub-District and Village Governments, the National Disaster Management Agency, the Crisis and Emergency Health Center of DKI Jakarta, and the Depok Youth Forum. We extend our heartfelt thanks and highest appreciation for the support and contributions provided, which enabled the smooth and successful implementation of this activity.

The disaster earthquake response simulation activity was carried out by students assuming various roles. The roles involved in this simulation activity include commander, MC (Master of Ceremony), RHA (Rapid Health Assessment) doctor, RHA nurse, RHA logistics personnel, RHA administration staff, Environmental Health Team, RHA Epidemiology and Post Command, Nutrition Surveillance Team, Information Center Team, Triage Team, Rapid Response Team, Evacuation Team, Hospital and Health Post Doctor , Hospital and Health Post Nurse, SPGDT (Nutrition and Dietetics Facilities) Team, Hospital and Health Post Pharmacist, Ambulance Nurse, Forensic Doctor, Ante-Mortem and Post-Mortem Forensic Nurse, Physiotherapist, Psychologist, Sanitarian, Public Health personnel, Nutrition Counselor, Nutrition Expert, General Kitchen Team, and Reporter Team, as well as the victims.

The simulation activity began with a 7.5 magnitude earthquake striking Limo District, Depok City, which was felt as far as Cinere, Gandul, and Pangkalan Jati District. An earthquake is an event characterized by vibrations occurring on the Earth's surface due to the sudden release of energy from within the Earth, resulting in seismic waves. The search for victims was conducted by the Disaster Task Force of FIKES UPN "Veteran" Jakarta, deploying the Rapid Response Team (TRC), which then divided into teams consisting of the Medical SAR Team (Triage, TRC, and Evacuation), Emergency Medical Team (EMT), Rapid Health Assessment Team (RHA), and Public Health Rapid Response Team (PHRRT).

The disaster response process began with the triage team tagging the disaster victims, followed by the rapid response team providing first aid and the evacuation team evacuating victims after receiving initial care from the rapid response team. Victims found were then taken to evacuation centers or field hospitals; deceased victims would be directly taken to the Disaster Victim Identification (DVI) Post. Those taken to field hospitals would receive treatment as needed, then referred to further hospitals if necessary. Victims whose conditions improved would be placed back in the evacuation centers. Additionally, Psychological First Aid (PFA) was conducted at the evacuation centers by nursing teams, and counseling on potential diseases was provided. To support the health of the refugees, there was also a general kitchen team consisting of nutrition experts and nutrition counselors to ensure the nutritional needs of the victims. Families still searching for missing members could contact the information section for confirmation of their whereabouts.

The disaster simulation activity was attended by teams of faculty members responsible for Emergency and Critical Care Nursing Practice, Nutrition, and Physiotherapy at the Faculty of Health Sciences, UPN "Veteran" Jakarta. Facilitators from the DKI Jakarta Regional Crisis and Emergency Health Center were also present. The disaster simulation was overall successful. After all the events concluded, the activity ended with an evaluation session by the participating faculty members and students. Subsequently, a joint documentation session was conducted to record the entire process.
